MSD (Ministry of Social Development) above the law??

I do normally do this, however I have had a situation that I feel needs highlighting.

I got power of attorney for my Mum after mental health issues a couple of years ago, never expecting to really need to use it.

Unfortunately a couple of months ago she had a stroke, was not discovered for potentially a day or so, and has not recovered, and is now in care.

The power of attorney has been a blessing, it has enabled me to change details, access information, and everyone has been amazing to deal with, except for MSD (Ministry of Social Development), for some reason they feel they above the law. They will not accept the power of attorney nor the activation of it by a doctor as enough to access Mum's files, to change details and to apply for any financial help required. I was completely floored and stunned by this. All companies, including the council, bank, insurance, power, phone have never had any problems, just needed a copy of the power of attorney. Not MSD, no they want a special form filled out and signed by Mum, seriously, and if Mum can't sign then a doctor!!! I have to admit the lady I was dealing with was very helpful and apologetic, however that is there policy, and I told her that MSD are wrong!! And that I will not fill out their special form.

I can not believe that a government department that is supposed to be there to help and assist, is actually the one place which is giving me the most hassle and causing me the most stress!! I do not believe a government department, which is funded with my taxes has the right to be above the law!! This government needs to get it's head in the real world, this is not on!!

BTW - Papamoa Beach Motor Camp has already been sold to an offshore resort development company who will no doubt turn it into a high storey resort.

What does this mean? No privacy or light in your own garden when your neighbour builds a 3 storey townhouse beside your home, no consent or consultation needed!

1. High Density:
• Building heights between four and six storeys (16m to 21m) in areas within a 5-10 min walk of some commercial centres. E.g. Papamoa Plaza and Fashion Island, nearly all of Royal Palm Beach, Golden Sands
• Permitted up to 3 residential units per site, and restricted up to 4 OR MORE residential units per site
• In terms of public notification for four or more dwellings an activity that complies with all the standards will not be publicly notified unless special circumstances exist.

2. Medium Density – The rest of Papamoa

• Building heights between four and six storeys (16m to 21m)
• Only 1 metre between buildings
• Permitted up to 3 residential units per site and restricted up to 4 residential units per site
• Setbacks
• at least 1.5m on front boundary
• at least 1m on side and rear boundaries

For both High and Medium Density there is No Requirement to provide car parking, but bicycle parking is required to support reduction of car-based travel. Imagine biking to work in the weather we’ve just had? Auckland is doing this currently, building high density housing with no parking, and it is a disaster for existing residents.
