COVID-19 Lockdown

With all the advertising on TV and radio, plus news items and statements from the PM and Health authorities on TV, I just can't figure out what it is about the travel restrictions under Level 4 lockdown that people don't understand. It is quite clear that you shouldn't use your car to travel to call in and see your friends and visit them for dinner or whatever. Are people just stupid, ignorant or think that they are above the law and the restrictions don't apply to them? This is especially when using a car with business name on it so that everyone knows who they are.
