Rangiora Racecourse Quarry Resource Consent Application

Mike from Rangiora

Hi Neighbours

A letter dated 27 October was sent to some local residents advising of the Resource Consent Application for a Quarry at the Rangiora Racecourse.

In this application Taggart Earth Moving Ltd is applying for the following consents;
- Land use consent for the use of land to conduct earthworks.
- Land use consent for the emission of noise.
- Discharge permit for the potential discharge of contaminants from the deposition of backfill material into the pit.
- Discharge permit for the discharge of contaminants to air from an industrial and trade premises.
- Water permit for the diversion of water.

Should their application be successful, our community will have a Quarry and a Landfill facility used for the disposal of potentially contaminated Class 5 material. This Quarry/Landfill along with all of its associated hazards will be situated overhead an aquifer and the reserve water supply for Rangiora. All this within about 300 metres of an established subdivision and other nearby households, and as near as 150 metres from an established camping ground with permanent residents.

The Resource Consent application can be viewed at the Waimakariri District Council Offices or online at ecan.govt.nz... alternatively at www.waimakariri.govt.nz...

Whilst this consent application may appear ludicrous to many of us, we need to take this seriously.  If we don’t we could well have a quarry/landfill on our doorstep. This will not just affect local residents but the whole of Rangiora!!!

I encourage everyone to make a submission - information on making a submission can be viewed at www.waimakariri.govt.nz...

Submission forms are available at the Waimakariri District Council Offices or downloaded from www.waimakariri.govt.nz...

Your submission can also be completed online at ecan.govt.nz...taggart-earthmoving-limited/

I have been told by people far more knowledgeable and experienced than I that if people could back up their written submission with a short speech later at the public hearing their impact would be much greater.

If you speak at the hearing you'll only be able to talk about issues that you included in your written submission so it is important that you make sure you include everything you want to speak about.

The RMA states that hearings must be completed no later than 75 working days after submission close and I’ve heard but yet to confirm that this hearing being could be in late February 2021 at the earliest and likely in Rangiora area.

Remember anyone can make a submission whether they are directly affected or not.

A submission should include your name, address and phone number and the applicants name and consent application number. A submission must state your reason for submitting, whether you support, oppose or have a neutral view on the applications; and if you wish to be heard in support of your submission.

If you are opposed to establishment of a quarry at the Racecourse please make a submission.  If we have a “it won’t happen” attitude and nobody does anything, they will think we are OK with this Quarry/Landfill.  WE ARE NOT!!!

Submissions close: Friday, 27th Nov 2020 - 5:00pm. COME ON EVERYONE, LET’S GET OUR SUBMISSIONS IN.

Poll: Should all neighbours have to contribute to improvements?

The Team from Neighbourly.co.nz

An Auckland court has ruled a woman doesn’t have to contribute towards the cost of fixing a driveway she shares with 10 neighbours.

When thinking about fences, driveways or tree felling, for example, do you think all neighbours should have to pay if the improvements directly benefit them?
