We've found out the Palmerston North City Council has removed soap dispensers from most public toilets because of vandalism. The Ladies Rest Room in The Square has been spared, there is still soap there. Are you comfortable using a public toilet if you can't wash your hands with soap? In fact, are you comfortable using public loos at all?
