Christchurch Hospital ED

Had to take my daughter to the hospital this evening, suffering severe abdominal pain, after waiting for nearly 2 hours without being seen, we left, there were many, many people who were there before us who had not been seen either. It appears they are severely understaffed with only 1 nurse on the desk when we got there and a line of people. Is this the norm with our health system?
