Mail Delivered to wrong person

Hi,
I received a letter addressed to WenXig Zhao for my address in Wattledowns a couple of weeks ago and still haven't found the owner.
There is no return address and no stamp so hand delivered.

Does anyone know of this person?
If not, what is the next action - bin it? or open it and see if I can find another means of contacting them or the writer?
