Drivers calm down please

Good morning Onehunga, noticed so many times drivers do not stopped at pedestrian crossing at school time and even today beeping a horn if anyone stopped to give way to children crossing for the school. In front of Royal Oak intermediate just a miss hit and same at Onehunga primary school crossing on Arthur street. What to do with these drivers and where to report about them? Please guide me
