Value for money?
Not an isolated practice. I've just taken the lid off this EMPIRE hot curry powder and the pot is barely half full.
Why do they do it??? I've heard the excuses but it seems dishonest.

Why make finding reserving books harder in Auckland libraries?
Just using the last digit of a customers library card should be sufficient?
So all books for a customer go in the same place.
