Heat pump

can anyone suggest an honest Heat pump tech that will give a true appraisal of a heat pump efficiency. Many things are part of the Dark Arts when somewhat of a novice and any one can spin a yarn and pull in an extra quid. Ours is Two years old and never cycles.(heat, to off, to heat. ) Told at purchase. "That will do job" " We have ours on and never turn it off" Ours has never turned off except when turning it off manually. To get installer out costs $110plus, before sighting heat pump.
Warranties are nothing, unless an obvious breakdown. Smoke, or Fallen from Wall, The rest is easy money. Might have been sold a Pup. Just by saying that gives an opening for smoke screen. "The whats a ma jig has failed".
Ideas and suggestions. Thanks.
ooh If I direct a hair dryer in direction of thermostat, while machine is use, that should solve one Question.

With the government cracking down on gangs, it is now illegal for gang members to display their insignia in public places whether through clothing or their property.

This means arrests can be made if these patches are worn in places like restaurants, shops, on public transport or ferries, and on airplanes. Arrests were made recently at a funeral.
