A sports facility in Rangiora is a step closer to construction with news the tender has been awarded to Leighs Construction Ltd.

The $28 million facility on Coldstream Rd will house four indoor courts configured for futsal, handball, korfball, volleyball, netball, badminton and basketball, as well as a central fitness facility, change rooms, coaching and meeting space and seating for about 500 spectators.

Construction is expected to be completed by May 2021.

The river running through the centre of Kaipoi could soon be bustling with houseboats, floating restaurants and visitor accommodation.

A ballot will determine who gets to operate their business or live on the Kaiapoi River after the Kaiapoi-Tuahiwi Community Board approved a Marine Precinct Management Plan at its last meeting.

The plan will allow casual and long-term berths on the water as the North Canterbury town undergoes a post-earthquake makeover.

Ben McKerchar of Larundel Dairy Partnership at West Eyreton says draconian proposed nitrate cuts beyond 2030 will result in some dairy farmers "going to the wall".

The staged reductions are proposed in Environment Canterbury's (ECan) "plan change 7" of the Canterbury Land and Water Regional Plan, now out for consultation.
