You don't just get given a disability parking permit willy nilly, there is a process you have to go through and you have to pay for them. Many times there have been heaps of empty parks all around and yet they park in the disability parks.
What gives them the right?
I have the Disability app on my phone and report them when i see them doing it.
These are just 2 of the many who do it, the yellow and red one is a repeat offender, i have had a few run ins with him
