The public will get the opportunity to have its say on a proposal to establish a quarry at the Rangiora Racecourse.

An application by Taggart Earthmoving Ltd for a resource consent to extract gravel has been lodged, and will now be publicly notified.

The Waimakariri District Council and Environment Canterbury (ECan) are calling for submissions until November 27.

Taggart first applied to the Waimakariri council to extract gravel from the site on Lehmans Rd in 2018, but had been in discussion with the racecourse since 2016.

More details were sought by the councils and after several applications required more information, a compliant application was submitted in October.

There has been growing public interest in the proposal this year, and a 5000-signature petition was presented to the council in September.

A public meeting was held for Taggart and racecourse representatives to talk to the community last month, attended by local resident John Mather, who said residents made their opinions heard.

The full application can be viewed on the Waimakariri council and ECan websites.

All submissions should be sent to Environment Canterbury, PO Box 345 Christchurch 8140; or emailed to hearings@ecan.govt.nz; or made online.

The review follows public concern about the Tram Rd overbridge – the site of about 60 crashes since 2000, including a two-car smash in which Kayla Dudley feared she had killed someone in September.

Council roading and transport manager Joanne McBride said the speed review aligned with several upcoming major changes to roads in the area, including new traffic lights at Tram Rd, the creation of a shared path along Main North Rd, and upgrades to SH1.

If approved, the speed limit on Main North Rd, Tram Rd, Doubledays Rd and several side streets would be dropped to 60kmh. Read more here.

A little owl recovering in North Canterbury after being attacked by magpies has lost its mate after it died trying to defend her.

Scott Bowman, of Oxford Bird Rescue, said the owl, named Hermione, was found on the ground in Ashburton in a bad condition and taken to Vetlife Ashburton.

“It appears that she had been attacked by magpies and sadly her mate was killed defending her,’’ he said.

“They gave us a call after doing the initial assessment and discovering a bit of a surprise in the x-ray, a huge egg.’’

The owl was stabilised and transferred to Vetlife Oxford where it was treated for concussion injuries.

Its head was so swollen it could not open its eyes, and for the next few days it was hand-fed and given medication and pain relief.

The swelling went down, however it became apparent the egg was stuck and it would not be laying, so it was taken back to Vetlife and the egg was removed under anaesthesia.

Bowman said the procedure was quite an ordeal but Hermione was recovering well.

“It’s going to take some time to see if the egg is still viable, but we are incubating it for her just in case.’’

But with no idea how long it had been stuck the chances of it developing were slim, he said.

Unfortunately, we don't have a bike for him to ride and I don't want our mentor to have to pay for one. I was wondering if anyone had a push bike that would be suitable for a 11 year old boy lying around that they no longer use? If you do, and you would like to donate it to Big Brothers Big Sisters North Canterbury, you can rest assured knowing that it will be going to a child who will get a lot of use out of it and the enjoyment and fun they will have with their mentor will be ongoing. Thanks in advance!
