I say no dog park.
Upper Hutt does not need a dog park because almost all of its parks, reserves and tracks are available for dogs off-leash.
Parts of Maidstone Park, Trentham Memorial Park and other partial sports grounds have restricted availablity for dogs off-leash when a sporting fixture is actually being held on a certain part of the ground. Upper Hutt is the most dog friendly city or large town in NZ.
To be off-leash a dog needs to know the basics like come, sit, stay and one can teach a puppy or adult dog these kinds of commands from within their lounge.
The major factor wrong with dog parks is that too many dog owners who pay high annual dog registration fees, feel that they therefore own the park and that their dog/s is entitled to roam the park off-leash no matter their behavioural situation. Dog parks promote dog fights which can spill over to vicious human behaviour as well as place people at risk.
There are 6300 registered dogs in Upper Hutt and many people from all parts of the Wellington region bring their dogs to UH to enjoy the parks etc and the venues such as Brewtown.
What the council should be doing for dog owners is reducing the cost of annual registration fees and granting free microchipping.
I have placed proposals to council and councillors for a dog playground in UH. This calls for a small open area say within the confines of Trentham Memorial Park (where it gets up to 2000 dog visits a week) with some permanent obstacles etc installed to suit large, medium and small size dogs. The cost would probably be less than $20,000. This would be fun, relatively inexpensive and right where the main attraction and action is for dogs and their owners. TMP is perhaps the best park in the world available for dogs. It is centralised and has everything except for a playground as per above, and is a gateway to kilometres of trails/ tracks and other parks.

"Our beautiful endemic and endangered black-billed gull/tarāpuka (Chroicocephalus bulleri). Sometimes I've found them a little confusing to identify as in non-breeding plumage, black-billed gulls can have a two-coloured brownish and black bill and red legs, but they always have a longer, finer bill than a red-billed gull - that said there is also a little variation in the bill sizes. The two species sometimes hang out together as well to make it more confusing. Bird #57 in 2022."

I believe that lethal weapons such as guns and rifles attract the same and the idea that a person maybe, could be, probably armed when confronted by police is a recipe to shoot first (and ask questions later).
During 2016-2021 in the USA upwards of 500 UNARMED ( not even carrying a knife) drivers and passengers in vehicles were shot to death by police after being stopped for a non violent traffic transgression however minor, or no particular offence at all. Most of those killed were African-Americans.
Now that is not to say the same tragic statistics and circumstances and strong rascist overtones would occur in NZ should we have armed police as a norm, but you get the drift.

I was out on a ride and found these interesting cycle lane at the north end of fergusson drive.
Didn't hand them to the police, for the obvious reason......they were closed.

He says it would be futile.
I say it would mean he would proffer the story that his Russia was forced to defend itself against Ukrainian Nazi-ism and that there was no actual war taking place and no civilians have been murdered, killed, raped, tortured or forced to flee either to other countries or to Russia itself and that no non-military or non weapons-hiding buildings have been destroyed by Russian forces or bombardment. And so on. USA President, Joe Biden has called Russian actions in Ukraine "genocide" and that Putin is a war criminal. I am sure Jacinda Ardern concurs.
I am certain Zuev looks at TVNZ, CNN, BBC and Al Jazeera news and thus knows what many of the Russian population do not know about the so-called Russian Military Operation in Ukraine. So he could do what ambassadors are meant to do - talk to the NZ Government and its direct branches of Government - or get out of here.
I say that the PM or her Minister of Foreign Affairs should kick Zuev out because he has nothing to say and neither should we say anything more than skatert'ya doraga Mr Zuev.
