It could be a neighbour who donates time to a sports team in your neighbourhood or someone who brings your bins up the driveway every week. Maybe they’re just really unique; the neighbour who drives that bright pink car or skateboards with the kids to school each day.

I cleaned up two bags with my own HDC rubbish bags and a friend has tried to clean up some of the black bags and put them out to be collected but has been told in no uncertain terms by NCC Council staff to leave it alone or SHE will be prosecuted!! A council staff member was actually sitting in a van nearby this morning waiting to pounce as soon as she touched it - so council have the resources to send someone out to stake out the area & warn off people trying to clean it up but no resources to clean up the rubbish? In the meantime it is absolutely heaving with maggots and bugs and is only going to get worse if stray dogs get into it.
