Last year NCC claimed 'The capital cost to develop a water distribution network that is suitable to remove chlorine as a treatment methodology is likely to be in the billion dollar range and would take decades to implement.' This year the billion dollar estimate has been revised down to roughly $110 million with a potential rates increase of 22% in the March 2019 report. This is all scare-mongering: the review overly exaggerates the contamination risks within Napier’s distribution network and makes unsubstantiated claims regarding the effectiveness of chlorine. The Christchurch upgrade to enable return to chlorine-free water is estimated to cost around $35 million."
