It's entering the river through a stormwater pipe located at the northern end of the St Andrews golf course and had formed a three kilometre trail along the river's western bank.
One nearby resident said this is the worst he's ever seen the foam.
Local councils are taking samples, asking around the area, and looking at the stormwater network - but so far it's an unidentified substance.

The regional council is advising people who take water from the river immediately downstream of the site to exercise caution until the substance is identified.
The council was first contacted about 11am on Sunday by people who spotted the discharge from a pipe at the northern end of the golf course in St Andrews.
While the discharge appears to be detergent-based, there are a number of samples which have been collected by staff for analysis. Results are expected to be available later on Monday.

Meanwhile, thirty-two per cent of respondents said they felt bullied by a team member over the same period.
Almost 4000 staffers filled in the survey in late 2018, and board members saw the survey results in a recent meeting.
Speaking later, Dave Macpherson called the figures mind blowing and said whoever ended up running the DHB would have to do something about it.
Outgoing interim chief executive Derek Wright said it was naive to think bullying wasn't going on in a big organisation, but the figure were concerning.
Some instances of bullying would probably have been feedback which wasn't delivered in a constructive way, he said.
