Fourteen of those council hopefuls were also eyeing up the top job.
Earlier this year, three-term Dunedin mayor Dave Cull, 69, confirmed he was not seeking reelection as mayor or standing for councillor at this year's local body elections.

WorkSafe confirmed it had not been notified about the incident.
A spokeswoman said it was "up to the business to manage risks to staff in the workplace".

Advanced imaging technology – commonly known as body scanners – opened in Dunedin for domestic jet services on Monday afternoon.
Dunedin is the first place to launch the technology for domestic passengers, Aviation Security general manager operations Karen Urwin says.
"We cannot see any actual outline of the human body, we can't see anything that is personal," she says.
