The 23-year-old is expected to appear in the Dunedin District Court on an indecent act charge, Senior Sergeant Craig Dinnissen said.
Police were also investigating the theft of tools from two tradie vehicles, this time in the suburbs of Brighton and Calton Hill.
Windows were smashed and tools, with an estimated value of around $2000 from each van, were stolen.
Meanwhile two vehicles were spraypainted with derogatory words on Henley Rd, Taieri.
Police inquiries were continuing.
