This will give funding based on students' needs, including ethnicity, parents' income, benefit support, parents' criminal history and Oranga Tamariki involvement.

A mother on board a one-hour Jetstar flight couldn't find a rubbish bin in the plane's toilet to dispose of her son's soiled nappy. Instead, she left the nappy inside a nappy bag "safe" in the toilet's corner.

She said she was humiliated by a flight attendant who exclaimed loudly that she couldn't leave it there because it was "very stinky", and demanded she retrieve the nappy to stow at her feet.
