Christchurch City Council rules out rates discount for inner-city new home buyers

A rates discount for new home buyers in central Christchurch is off the table after being rejected as an incentive to lift inner-city population.

The Christchurch City Council has also ditched the idea of providing a shared-equity scheme for the central city over concerns it will be duplicated by similar programmes run by the Government.

The decisions come after a new long-awaited report into the supply and demand of central city homes found the council has little influence over construction and land costs, which have the biggest impact on the cost of housing. The report was due in July last year.

The council wants 20,000 people living within the four avenues by 2028. The latest estimates from Stats NZ has the population at 7170, up 8.3 per cent on the previous year.

About 230 homes have already been completed in the central city this year, another 41 are being built and 127 are consented but work has yet to start. By the end of the year, more homes will have been built in 2020 than in any other year for the past decade.

But the council still faces an uphill battle to reach its population target, with another 4500 homes needed over the next eight years.

The report found inner-city residential developers are hampered by land supply and quality issues, uncertain demand, strong competition from the suburbs and finance conditions.

“Buyers are value conscious and the central city does not currently offer value compared to the same-priced alternatives,” the report said.

Potential buyers believed they could get better value for money in the fringe suburbs close to the four avenues.

Kiwi-only cruises will soon get the green light to set sail, as the first passenger vessel to get a Government exemption docks in New Zealand.

Christchurch-based Heritage Expeditions flagship Spirit of Enderby arrived at the Port of Lyttelton on Monday.

The arrival marked a trifecta of firsts: the first cruise ship of the summer to arrive in New Zealand, the first captained by New Zealand’s first and only female marine pilot, Joanne Laing, and the first vessel to dock at Lyttelton’s new $67 million cruise ship berth.

Lyttelton Port Company general manager Phil de Joux said he was not expecting the berth would be used by a cruise ship so soon.

“Obviously Covid’s had a huge impact on the cruise market, so we’re just stoked really."

The Spirit of Enderby sailed directly from Vladivostok in eastern Russia, and the crew had been in isolation for 43 days now.

“They had two weeks and two Covid tests moored offshore, then 29 days of sailing.”

The crew had another test at 9am on Monday, and remained confined to the ship for now.

The 50-passenger boat will sail to Invercargill to pick up its first passengers on November 24.

It will then head out on an expedition to Fiordland and Stewart Island.

This Fraud Awareness Week we are encouraging Kiwis to take a moment to stop and think ‘is this for real?’ when contacted unexpectedly and asked for personal info.

New Zealand Police's Financial Intelligence Unit estimates New Zealanders lose $20-30 million annually to scams.

HOW TO AVOID A SCAM:

+ A genuine bank or organisation will never contact you to ask for your PIN, password or to move money to another account.

+ Never click on a link in an unexpected email or text – you could be giving access to your personal and financial details.

+ Always question uninvited approaches in case it is a scam. Instead, contact the company directly using a known email or phone number.

+ Don’t assume an email or phone call is authentic – just because someone knows your basic details (name and address, or mother’s maiden name) it doesn’t mean they are genuine.

+ Don’t be rushed into making a decision or financial transaction on the spot – a genuine bank or trusted organisation would never do this.

+ Listen to your instincts – if something feels wrong then it generally is.

If you believe you are the victim of a scam you can contact Police and report the matter via 105.

One of the best things about working for homed is all the inspiring people I get to chat to. One of my favs, and the most inspiring was Tracey Hemingway, who as The Debt Free Diva offers advice and guidance on getting your finances under control and working for you.
She knows what she's talking about, too. Not only did she smash more than $90k of debt in three years, but in the year since she paid it off, she's saved enough, on top of her Kiwisaver, to pay the deposit on a home of her own.
It wasn't easy, and Tracy would be the first person to tell you that! But it is doable. Check out how, and have a listen to our episode of First Rung about Settlement day, on this link below. It includes some tips from Tracy on setting up a budget to manage your finance when you have a mortgage to pay.
