The decision is the business owner’s rather than council's, and the only requirement is dogs must be at least three metres away from the kitchen.

On the first 2 occasions we were able to rescue the birds and put them somewhere safe to recover, but the one today was very young and passed away in the cloth I was holding it in. It seems late in the spring/summer season for such young birds to be about. Is this because of the weather pattern? Has anyone else notice unusual birds activity?
