"The council encourages the select committee to acknowledge that urban areas outside of Auckland are also in need of funding assistance and alternative revenue tools," Christchurch Mayor Lianne Dalziel says.

Meanwhile, the Central City Business Association has questioned why work cannot start in parts of the square.
