Christchurch’s vigilante councillor Phil Mauger has been issued with a formal warning for digging an unauthorised trench used to sort a 10-year post-quake flooding problem.
The council has this week started work to lift the footpath on Pages Rd out of the typical flood levels, saying it had been planned since mid-July, before the trench was dug.
