As the resource consent was granted non-binding it was agreed the developer could legally proceed and so granted them a building consent - with access via the Mandeville Road entrance.

Towards the end of the year something changed - and an 80kph zone for Tram Road was recommended and approved and the developer applied for a new Tram Road accesses resource consent (with a plan that didn’t comply with the District Plan - to which both parties had previously agreed).

What happened to cause everyone involved to suddenly change their mind back again?
