Emergency Budget: Delays to Kauri Track Upgrades

This will be done as part of a 50% reduction (approx $7mill) to the kauri tracks budget across Auckland in regional and local… View moreAuckland Council are proposing to defer many of the bush track upgrades that the Kaipātiki Local Board has secured to protect our precious kauri trees from dieback disease. This will be done as part of a 50% reduction (approx $7mill) to the kauri tracks budget across Auckland in regional and local parks. [Note: The budget documents incorrectly say it will be a 35% reduction].

This will mean that many tracks we were expecting to re-open or begin work in 2020/21 will will be delayed by 1 or more years. This will have a roll-on effect, meaning that trackwork planned for the following year (2021/22) will also be pushed out, and so on.

The details around this are still to be determined, but will affect the following parks in some way:
* Birkenhead War Memorial Park - Stage 2
* Eskdale Reserve Network - Stage 3
* Fernglen Native Plant Gardens
* Kauri Glen Reserve - Stages 3-4
* Leigh Scenic Reserve - Stages 1-2
* LeRoys Bush Reserve - Stage 3
* Chatswood Reserve - Stages 2-4
* Rangatira Reserve - Stage 2
* Soldiers Bay (track from Island Bay Road)

Fortunately work already contracted will continue, including Eskdale Reserve Network Stage 2, Kauri Glen Reserve Stage 2, LeRoys Bush Reserve Stage 2.

A couple more kauri budget gems:
* "Reduced kauri dieback compliance monitoring through fewer contracted enforcement staff"
* "Some reduction in large pest reduction programme and Kauri dieback research"

Great news - work on Northcote Wharf will get underway in the next few weeks after being held up by COVID-19 restrictions. Here is the press release from Auckland Transport:

Northcote Point Wharf renewal works about to start

Auckland Transport (AT) has awarded the construction contract for renewal works on the Northcote Point Wharf to specialist marine contractor STF.
The award date was delayed due to COVID-19 restrictions, however, once confirmed, the gangways and other structural elements started being built off site.
Resource Consents have now been received, which will allow work to start on site in a few weeks.
The 60-year-old wharf has been closed for health and safety reasons for two years after structural issues were found.
In addition to the repairs, AT is taking the opportunity to provide ferry users with better shelter, new seating and improved lighting.
“We know that the Northcote community has been waiting for the work to start,” says David Nelson, AT Portfolio Delivery Director (Projects). “Now that the cost of the works has been confirmed, STF appointed, and the consent granted, we are looking forward to the work being completed as soon as possible.”
The project, which will cost up to $2.6 million, is now expected to be completed by the end of this year. Updates will be provided to the community via AT.govt.nz.
“The Northcote Point Wharf is a vital piece of infrastructure linking our community to the city centre and beyond,” says North Shore Ward Councillor Richard Hills. “It will also connect Northern Pathway users in the future. Despite the delay, I’m really excited the project is progressing, our community will appreciate the investment, particularly in light of the dire financial implications of COVID-19.”
The Kaipātiki Local Board is also excited to hear the start of work is imminent. “This is great news for our community,” says Kaipātiki Local Board Chair John Gillon. “The board has strongly supported the reinstatement of the wharf and looks forward to the ferry service resuming at Northcote Point, as soon as possible.”

Another unfortunate casualty of Council's Emergency Budget: Major delay to the Birkenhead grandstand's replacement building...
The grandstand at Birkenhead War Memorial Park was demolished in late-2018, and the replacement multi-sport building is being funded from a council fund called "One Local Initiative" (OLI).
However, the Emergency Budget proposes a "major delay" to OLI projects. The new building was already not going to open until 2028, but the Kaipātiki Local Board has received advice that the proposed delay in the Emergency Budget means that it could now be pushed out as far as 2033!
From the Emergency Budget: "Major delay to all One Local Initiatives (key programmes for local boards to provide/upgrade community assets and facilities) and to the growth/development programme unless the works are already contractually committed."
