The council is proposing a region-wide default rule of dogs needing to be on-leash in all parks.
Under the proposed bylaw, local boards would need to specifically designate a park as off-leash or it would fall under the council's blanket rule.

Now a finance officer at Auckland Council has floated the idea of a targeted rate. He suggested some of the money come from development funds. However, he suggested ratepayers could pay a rate because their property values would increase with undergrounded power. What do you think? Is it worth another rate? The move comes after much public debate on the appropriateness of firearms being brought into schools, including when soldiers taught children as young as nine how to assemble and shoot assault rifles at a leadership exercise in Palmerston North last year.
