Denise Sutherland filled in at the Hurunui District Council for six weeks in 1993 while a staff member was on a honeymoon.
Thirty years on, and she is still working at the council.
Sutherland was one of several long serving staff recognised by mayor Marie Black on Tuesday.
"It is a great place to work and the team I am in now is wonderful and they are so supportive."
Sutherland filled in for the building department for six weeks, before being offered a permanent contract.
Since then she has served under five mayors and four chief executives and said there has been plenty of change.
"There has been building changes, staff changes, policy changes and different ways of doing things."
The biggest change has been technology, which has been incremental over time, she said.
She has worked between the building and finance teams and more recently as a rates officer.
Black thanked 10 staff members who served between 15 and 30 years at the council.
She said the milestones did not just reflect years of service.
"You don’t stay in a business for 20 or 30 years without being loyal and dedicated."
Governance advisor Maree Hare has been with the council for 20 years, the same period of time water supervisor Bob Genet has been out "digging holes and fixing pipes".
Information systems manager Scott Linton has been with the council for 15 years, in a role which has seen him manage the IT, cyber security and information management for the Hurunui and Kaikōura councils and Hanmer Springs Thermal Pools and Spa.
His team also managed the MacKenzie District Council’s IT for several years.
"When we pool our money together we can afford more," Linton said.
"We run them as three independent entities, but it is essentially the same systems."
Other staff recognised included: Rose Luff (25 years), JJ Gudopp (20 years), Josie Hemmings (20 years), Jason Beck (15 years), Alistair Wilson (15 years) and Dianne Morrison (15 years).

In recommending against the project from developers the Carter Group, the independent commissioners also criticised Waimakariri District Council’s failure to make more provision for new housing growth.
Councillors will consider the recommendation and decide whether to allow the development at a meeting on Tuesday. The council was among the groups and individuals who made submissions opposing the project.

Hurunui’s council has posted a $2.6 million deficit, amid uncertainty created by Government reform and economic pressure.
Hurunui mayor Marie Black said the Three Waters, Resource Management Act and local government reforms, high interest rates and the cost of living all placed a heavy burden on the council over the past year.
The council adopted its 2022-23 annual report at a council meeting on Tuesday.
The annual report produced a $2.6 million operating deficit on the back of higher than expected roading costs and a significant revaluation of roading assets.
Chief financial officer Jason Beck said there was a significant increase in roading costs due to flooding over the last 18 months, which blew out the operating budget by $3.6m.
A revaluation in the council’s roading assets also led to ‘‘a greater level of depreciation’’, which was not budgeted for, Beck said.
The council’s total expenditure was $61m - $9.1m greater than budget.
Revenue for the year was $58.4m, which was $4.7m ahead of budget, thanks in part to $2.1m received for the Mayor’s Taskforce for Jobs programme and funding to assist with Three Waters reform.
The council also revalued its land and buildings, which increased in value by $22.1m, while the roading assets increased in value by $4.2m.
Black said the council tackled some major capital projects during the year, including upgrading its Three Waters network, in anticipation of government reform.
She said this project, which began in 2015, was funded this year by the Government’s Covid-19 stimulus funding and through the use of debt.
More work is planned over the next 12 months, which would be debt-funded and push the council close to its self-imposed debt ceiling.
The council’s debt was $47.5m as at June 30, lower than the budgeted debt of $54m, due to timing of projects.
