Call for submissions - begging and rough sleeping provisions in street use bylaw
Tauranga's current street use bylaw prohibits begging and rough sleeping within 5m of shops in defined commercial areas. This is not enforced by the police, and council staff do not have the power to issue infringements or forcibly remove individuals who are breaching the bylaw without a Court order. Council is proposing to remove the provisions from the bylaw as it considers a bylaw is not the most appropriate way of addressing the perceived problem in relation to begging and rough sleeping in Tauranga.
